HPL Additives Limited (formerly known as High Polymer Labs Limited), is a prominent name in the global market for Polymer Additives and Specialty Chemicals. HPLA is not only a significant player domestically i.e. in the Indian Market with a market share of over 75% but is also a distinct player in the international industry with exports to more than 49 countries across the world. Its exports to Europe and USA accounts for about 50% of its turnover. It has been able to achieve this high level of growth and large market share, despite the increasing global competition, due to its focus on Quality, Delivery and Service.

HPLA is an ISO 9001; ISO 14001 and OHSAS 18001 certified company.

HPLA has four manufacturing sites in India: three in Faridabad (Haryana) and one in Derabassi (Punjab). All plants are DCS/PLC controlled and equipped with state-of-the-art instruments ensuring reliable and safe processes, while focusing majorly on ensuring safe operating conditions and environment at all the plants. All technologies are developed in house and with no technical know-how agreements, joint ventures or collaborations for any product(s) manufactured by the company. The technology development starts from the R&D center and then progresses through the Technology Development group, the Projects and Engineering Services group, the Manufacturing group, the Environment group and the Health and Safety (EHS) group before it is finalized and blueprinted. Inter-departmental interface and ratification ensures safety, reliability, efficiency of processes, excellent product quality due to stringent design inputs and reduces development and commercialization time.

Research & Development is the core of HPLA, and recognized by the Department of Scientific & Industrial Research, Ministry of Science, Government of India. It is furnished with up-to-date and hi-tech equipment and instruments in order to cater to the evolving needs to our customers and the market, and boasts of highly qualified scientists and chemists from leading academic institutions from across the country.

In recognition of it's work and efforts in R&D, HPLA has received many awards including the DSIR National Award, ICC Acharya PC Ray Award for the Development of Indigenous Technology (2005-06, 2009-10) and the PLASTCON (2009) for best research in Polymer Science, Technology and Engineering. Regulatory Affairs

REACh- European Union

REACH stands for Registration, Evaluation and Authorization of Chemicals and is European Legislation No. 1907 / 2006, which was officially entered into force in June 2007 , replacing several associated European Directives and Regulations
The REACh regulation requires substances manufactured or imported into the European Union, including substances in preparation in quantities over one metric ton per year, to be registered unless exempted. The main aims of REACh are to improve the protection of human health and the environment from the risks that can be posed by chemicals. REACh makes industry responsible for assessing and managing the risks posed by chemicals and providing appropriate safety information to their users.

The REACh process had started with the pre-registration of substances having dead line December 1, 2008. There is transitional period to complete the registration process for existing substances with phased-in deadlines of 2010, 2013 and 2018 depending on the annual quantities imported in the Europe and the hazard of the substance. As a responsible manufacturer of specialty chemicals, HPLA has always been attentive to the way chemical substances are used and continuously develop policies that aim to improve the safety and health of people as well as the environment. This is why HPLA supports the principle of a more effective chemicals regulatory system in order to deliver sustainable health and environmental safety benefits. In order to ensure that HPLA is well prepared for REACh, a special cell is formed to ensure compliance with and implementation of the regulation. HPLA has pre-registered all of the eligible substances that it exports to EU and registered the substances due for the registration.

For our range of substances (which are in existing substances), registration is not required. The only requirement is to have the SDS & Label (in the local language) to be put on the packaging.

INDIA

India has started preparing REACh like regulations. At present, lists of the existing chemicals are being generated.

MSDS and packaging for all products being exported to Europe are REACh and CLP compliant.

What is SVHC (Substances of Very High Concern)?

Substances which are PBTs (persistent, bio-accumulative and toxic) and vPvBs (very persistent and very bio-accumulative) and CMRs (carcinogenic, mutagenic or repro-toxic [toxic to reproduction]) or an equivalent level of concern shall fall under SVHC . At present there are 151 SVHC as per REACh-EU

Possible regulatory options for SVHC:
  • Substance may remain in candidate list of SVHC without further action
  • Convince the authority ( ECHA) to propose a restriction on the limited number of uses instead of going for authorization of all the Uses.
  • Include in Annex XIV with exemption
  • Include in Annex XIV with extended sunset dates
